Executive Summary

Eloro Resources is a Canadian exploration company advancing the Iska Iska silver-tin polymetallic project in southern Bolivia. Located in the prolific Bolivian Tin Belt, the royalty-free project is fully permitted and road-accessible. Iska Iska hosts a unique geological system featuring both a silver-zinc-lead polymetallic domain and a high-grade tin corridor. Over 109,000 metres of drilling have defined a large-scale deposit of 600Mt, with the mineralisation still open in multiple directions. The property’s geology, scale, and strategic location set it apart as one of the most exciting undeveloped silver-tin assets globally.

The investment case is built on Iska Iska’s sheer size and optionality, bolstered by its exposure to both silver and tin, each a critical mineral facing growing supply constraints amid surging demand from electronics, AI chips, solar, and EVs. Silver plays a central role in the deposit’s value and development plan, with broad industrial demand and meaningful near-surface potential. Tin accounts for the majority of silver-equivalent value in the deposit and could make Eloro a standout name in a supply-constrained market. With a pilot plant in planning and a PEA underway, Eloro is steadily advancing toward derisked economics, strategic interest, and potential funding catalysts, all while operating in a mining-friendly jurisdiction with strong community ties. Recent political developments have further opened the door to US cooperation and foreign investment, positioning Bolivia as an increasingly attractive destination for strategic metals exploration.

Why Invest?

Key pieces of information about the business that you need to know about.

Two Deposits, One Property

Iska Iska is unique in hosting two distinct mineralised systems within a single contiguous footprint: a silver-rich polymetallic domain containing zinc and lead, and a tin-rich domain featuring high-grade cassiterite. The polymetallic domain has already delivered a 560Mt inferred resource, while the tin domain contributes an additional 110Mt, making Eloro one of the few juniors globally with exposure to two scale-ready deposits.

These systems are geologically linked but distinct enough to offer operational flexibility. This dual-deposit structure allows Eloro to target different processing routes, offtake partners, and commodity markets, diversifying both its development options and future revenue streams. Importantly, silver is not only the dominant contributor to the polymetallic resource but also offers strong potential for early-stage production due to its near-surface distribution. As further drilling continues to expand mineralisation at depth and along strike, the company may be sitting on one of the largest untapped systems in the prolific Bolivian Tin Belt.

Strategic Metals in Short Supply

Tin is emerging as one of the world’s most critical minerals, driven by demand from semiconductors, EV batteries, AI infrastructure, and solar technology. Yet, its supply chain is fragile and dominated by politically sensitive jurisdictions like China, Indonesia, and Myanmar. This mismatch has led to increasing attention from governments and manufacturers looking to secure reliable sources of tin. Eloro’s Iska Iska project stands out for its scale, Western alignment, and geological potential to produce high-grade tin and silver concentrate. With its Tin Domain ranking among the ten largest undeveloped tin deposits globally, Eloro offers investors one of the few large-scale ways to gain exposure to a strategic metal that is entering a structural supply deficit.

Alongside this, silver, with its dominant role in the polymetallic domain, provides additional strategic leverage, supported by surging industrial demand across solar, electronics, and clean energy sectors. Tin currently comprises the largest share of silver-equivalent value in the deposit, but silver itself remains a core economic driver and a compelling asset in its own right.

Path to Production with a Pilot Project

Rather than waiting for a full-scale feasibility study, Eloro is fast-tracking development through a proposed pilot plant. This initiative offers a low-capex, high-impact way to validate metallurgy, processing flowsheets, and concentrate recoveries in real-world conditions. Designed to operate at 300tpd (from a 500tpd ROM feed), the pilot is expected to cost US$20-25M and take 12-16 months to build. Early results from metallurgical work indicate promising gravity separation potential for the tin and robust silver recoveries.

The pilot project is not only a technical de-risking milestone, but also a potential funding catalyst, helping to attract strategic partners, offtakers, or financiers ahead of a commercial build-out. It also enables Eloro to test and optimise processing approaches tailored to the complex mineralogy across its two domains. Importantly, the project is supported by a mining-permitted jurisdiction with excellent infrastructure access, strong local relationships, and, following a recent shift in government, an increasingly pro-investment stance and growing diplomatic alignment with the United States.

Catalysts

The key events that could drive investment opportunities and shift markets.

Near term
  • Pilot plant announcement: A formal decision to proceed with the pilot plant, including financing terms and construction timeline, would signal de-risking and accelerate momentum toward near-term production.

  • High-grade drill results: Continued strong intercepts from tin and silver-rich zones, particularly step-out holes or deeper hits, would strengthen the case for resource expansion and increase investor confidence in Iska Iska's upside.

Medium term
  • PEA release: The Preliminary Economic Assessment will quantify project economics for the first time, providing key metrics like NPV, IRR, capex, and payback that could validate the project's value proposition to institutions and strategic investors.

  • Strategic partnership or offtake deal: Securing a tin or silver offtake agreement, or a JV partner for development, would provide external validation and help de-risk funding, especially in a geopolitically attractive jurisdiction like Bolivia.

Long term
  • Feasibility study and project financing: Advancing from PEA to full feasibility will require further metallurgical testing and pilot-scale validation. Completion of this study, along with any debt or equity financing for commercial development, would mark a key inflection point.

  • Commencement of construction: Breaking ground on commercial infrastructure, such as a processing plant or underground access, would signify a major step toward production and materially de-risk Eloro's long-term pathway.

Key Risks

Key pieces of information about the business risks that you need to know about.

Metallurgy and Recoveries

The economic potential of Iska Iska depends on effective extraction of tin and silver. Tin, in particular, is technically complex to process. While early testing has shown about 50% recovery, this must improve to support a robust economic case. Gravity separation shows promise, but pilot-scale proof will be essential. If recovery rates remain low, it could limit the project's scope and shift focus away from tin, reducing Eloro's strategic relevance.

Capital Intensity and Financing

Even with a phased approach, Iska Iska's commercial development will be capital intensive. Eloro's market cap (~C$150M) suggests it will need substantial outside funding. While the clean balance sheet is an advantage, accessing large-scale capital in volatile markets may be challenging. Any delays, dilution, or changes in macro conditions could impact investor returns or timelines.

Political and Regulatory Environment

Bolivia is historically mining-friendly, but political shifts and regulatory uncertainty remain. Government classification of tin as strategic could introduce new ownership or export restrictions. Although Eloro has strong local support and relationships, sovereign risk remains a factor as the project moves closer to development.

Eloro Resources $ELO (TSX)

Not purely tin play. They are advancing the large Iska Iska silver–tin polymetallic project in Bolivia. The project hosts 298 million ounces of contained silver according to the company reports, a serious number for any early-stage explorer. On top of that, the resource outlines 130,000 tonnes of contained tin. I’m interested, as in any large-scale project. High risk as always at this stage, but the sheer scale makes it one of the most compelling tin–silver growth stories in the sector. I'm digging further into fundamentals.

What the Pros are asking

Here are the questions that professional investors are asking before making an investment decision.

How does the pilot project reduce development risk?

The pilot project is designed to serve as a scaled-down version of a future commercial operation, allowing Eloro to trial metallurgical recovery processes under real operational conditions. It will test ore sorting, tin gravity separation, and flotation for silver-zinc-lead zones, providing valuable data on processing efficiency and cost structures. This will help refine both capital and operating cost estimates. Investors want to see whether the pilot can prove that complex mineralogy is not a barrier to scalable, economic recovery. If successful, it would boost confidence in the feasibility study and may attract offtakers or partners to help finance development.

What’s the realistic timeline to production, including all stages?

Professional investors are assessing the full sequence from pilot construction through feasibility study to commercial-scale development. The pilot could be operational in 12–16 months post-funding, with feasibility study results to follow shortly after. If these milestones are met, and assuming reasonable permitting timelines and financing availability, Eloro could be looking at a construction decision in 2027 and potential first production by 2029. Any delays in metallurgy, permitting or financing could push this timeline back, so investor focus is on execution risk at each stage.

Could Iska Iska attract strategic buyers or offtakers?

With a tin supply chain highly concentrated in Asia and rising demand from Western tech and green energy sectors, Eloro’s large-scale, high-grade deposit in Bolivia offers geopolitical diversification. Investors want to know whether downstream users, such as electronics manufacturers, traders, or even battery material players, might look to secure supply through pre-payments, offtakes or equity stakes. A signed deal would be a major validation of project economics and could support Eloro’s future capital raises.

What are the most sensitive assumptions in the PEA and how credible are they?

The upcoming PEA will rest on key inputs like tin and silver price forecasts, assumed recovery rates, NSR cut-offs, and operating cost estimates. Investors are particularly focused on metallurgy, if tin recoveries remain at ~50%, what does that mean for overall NPV? Sensitivity analyses will be critical here. Also of interest: whether higher-grade zones near surface can support early payback, and if mining methods (open-pit vs underground) can be tailored for optionality. Investors want assurance that Eloro’s inputs reflect reality, not overly optimistic blue-sky assumptions.

Is there real potential to significantly grow the resource?

The existing 600Mt resource is already impressive, but investors see exploration upside as a key part of the story. Recent step-out drilling and geophysical models suggest Iska Iska remains open along strike and at depth. There are also underexplored areas like the Casiterita zone to the southwest that could host additional mineralisation. Investors want to know how aggressively Eloro will continue drilling, and whether high-grade feeder zones or additional breccia pipes could push the deposit well beyond its current size, supporting longer mine life or staged expansions.
